Procedure:

   For this part of the experiment we need to use the equation power=tω so we will first find the total torque by the system then we will find ω.

Measurements:

Measurements
Weight (kg)
inner radius=r (m)
outer radius=R (m)
hanging weight
0.0395

pulley
0.01985
0.0055
0.022

Average time up (s)
total distance (m)
2.08
0.23

Finding torque total:
By using equation manipulation we get
t=RM(g-Rα)
where α is rotational acceleration and g=9.8m/s^2

α=a/R

a=2(y-y0)/t^2

plugging the numbers

a=0.106m/s^2

α=4.82

t=0.00842N

finding ω:

ω=RPM(2pi/60)
where pi=3.14156

plugging in we get

ω=0.413

now for watts:

power=tω

power= 0.003477
or 3.477mW

Now that we have the output power we can find what is going in and compare them.
