This move is called a flare, it involves whipping your hips in a circle to keep the movement going. This dancer uses his momentum of the movement to spin around on just one of his arms for a full rotation.
Power moves are the "big" movements in breakdancing. All of them are based on transferring momentum. Like in the Gif above the dancer is executing the flare, then rather then keeping the same movement going on and on, he uses his momentum to rotate about his arm. This is the key idea of power moves. 
The dancer uses his momentum to pull off a string of moves, flowing from one to the next. All the while keeping his momentum going and constantly rotating about his center of gravity, even though his center is changing.
