Static electricity seems to increase during the winter months when it is a lot colder outside, however it's not necessarily because of the temperature that increases static electricity. When it is colder outside, the air tends to be less humid and is much drier than in the warmer months.

Low humidity means that there is less water in the air which makes it harder for electrons to move around. Since the electrons are not free to move, the charges stick onto objects (and people) and builds up until the object is able to discharge.

When it gets colder, people tend to look for sources of heat to warm themselves up, and sometimes they do that by being in thermal equilibrium with another person...
