How are the Chinese handling the heat?
The Chinese are working in incredibly hot conditions, out in a smaller portion of the Pacific Ocean. Day laborers in the ocean need to cool off with forms of cooling. Out there, the water is hot and the soil is hot. However, because the specific heat of water is so high, the temperature doesn't want to change. This means that the water stays relatively warm in comparison to the Arctic Ocean. It'll stay this way because of the high specific heat. However, the ground has a lower specific heat, therefore the temperatures will vary greatly. The Chinese are most likely hanging out in cool shaded areas where the earth is cooler and easier on their feet. It's tough building artificial islands when you're hot!
