Theory

One issue with the concept of a dyson sphere is that it does not allow for any light to escape it, meaning any planet outside of it would receive no energy from it, and any life on its surface would freeze and die. So in a solar system with a dyson sphere around its star, if it were inhabited, the inhabitants would have to live within the dyson sphere.

The proposed solution to this, rather than building the sphere outside of the earth's orbit, would be to move the population onto the inner surface of the dyson sphere. If the radius of the sphere was near that of the earth's current distance from the sun, then the surface area of it would be 600 million of times that of the earth and would provide living space for an inconceivable amount of people. That said, the sphere would lack any significant gravity towards its surface and thus would be difficult to live on.
