A number of safety measures have been taken to ensure that the HAARP facility meets RFR standards for human exposure.
The radio beam is directed upwards, so this lessens the amount of horizontal radiation. A ground screen (see picture: it is the wires that make up the squares) is below the antennas to serve as a Faraday cage. There is also a fence around the array, to keep out any stray animals.
HAARP does maintain an aircraft radar and stops transmissions when aircraft are nearby, so that the beam will not interfere with the pilot's radio or other instruments.
There is a study being done on the affect HAARP has on birds. Most fatalities occur when birds fly into the ground screen or supporting wires. For this reason the outer wires have yellow balls on them to increase visibility.

While HAARP's beam does not normally interfere with other radio users on the ground (ham, AM/FM,TV) anyone who suspects a problem is encouraged to contact HAARP so that the problem can be solved.
