The High Frequency Auroral Research Program (HAARP) is a joint project of the Air Force and Naval Research Laboratories, and the Defense Advanced Research Projects Agency. In addition to these entities, the array and equipment are used by several research groups and universities located around the country (including UAF).

HAARP consists of an ionospheric research instrument (IRI) which is used to stimulate the ionosphere and several diagnostic instruments. These include a riometer, magnetometer, ionosonde, ELF receivers, optical telescopes and others. The purpose of the equipment is to study the behavior and properties of the ionosphere. The data from many of the instruments is available online.

Construction of HAARP began in the 1990s, and the array was fully functional and powered by a generator on site in 2007, although research campaigns had been underway since 1999. Several engineers are still employed on-site for equipment maintenence and improvement.
