Without Coulomb, we would not have been able to prove (until a later time) that there existed an attractive and repulsive force between charges which depends on the separation between them.
He mathematically proved that this force existed and had a constant named after him. This constant is what defines the force between a pair of point charges. This force is proportional to the product of the two charges divided by the square of the separation.
